I think they already made a variant of the Ultimate Aero with the Tuatara's drivetrain so I don't think it's completely vaporware. I guess only time will tell.

They did (supposedly) make some of those, but the Tuatara engine is a Nelson Racing unit. I don't doubt the engine exists. The car was supposed to have running prototypes on the road by the end of 2011

Are they trying to develop their own engine?
I would think that it would make more sense to buy them from GM, Mercedes, etc., like Pagani, and perhaps tune them up to their specifications...

For a holistically aerodynamic car, these side-skirts don't seem like they'd be very aero efficient.

I don't think so. I believe the engine is from Nelson Racing Engines, which makes sense since 1200+ hp tt v8s is what they do. Look at the Tuataras engine and then look at this bad boy.
